WebIt is most definitely a reference to Tales of the Golden Monkey. The seaplane in Archer is the same color scheme, only reversed. It also has a similar name "Loose Goose" vs. "Cutter's Goose". There are tons of other similarities. It makes sense that Archer would use this semi-obscure 80s show as a reference.
