I was able to boot off an archlinux install drive to chroot and downgrade system to Oct 28th using the Arch Linux Archive. I chose that date because I suspected something amiss with the kernel upgrade and maybe kernel modules.

WebNov 25, 2024 · Reboot the switch, and because packages.conf is not present, it will go into ROMMON. After the flash gets formatted, copy the IOS-XE from the USB thumb drive to the switch.
