The newly zoned area ages at the same time then dies together causing the wave. I suppose if you kill (pollute) large amount of citizens then that would cause a wave as well.

According to the traffic routes, anytime someone dies in 1 specific district, the hearse comes from off the map entirely (not even from a different district) causing them to take too long to get to the destination in many cases.
